Duh.
Why is this news? Take a country without strong central government control over its border regions, mix an ethic and religious similarity with groups that we are fighting just across that same ungoverned border, simmer for a few years in anti-American hatred and...voila! Taliban training in Pakistan and then attacking in Afghanistan.
As Ahmed Rashid describes in his book about the Taliban's rise to power, the ISI assisted them. Some members probably still assist them. Find those guys and you have a news story. Breathlessly telling us that somewhere in Pakistan the Taliban has found a refuge where they can freely train is like saying that somewhere in Cambridge, Massachussets Marxists openly gather and train.
