If OBL ran out of money in 1996 when he was kicked out of Sudan, where did he get the funds to build the Afghanistan operation that successfully bombed U.S. embassies and administered the 9/11 attacks. This article demonstrates that the elements to create a Saddam-OBL link were there: Bankrupt OBL with a terrorist network, rich Saddam who hates U.S. but can do nothing about it, etc. It's all circumstantial and any American judge would dismiss the case, but the motive was definitely there on both sides. The 9/11 Commission, having talked to all the major government players, was unable to track down the funds that were used in the 9/11 attacks. I'm not trying to sound like a conspiracy theorist, I'm just exploring possibilities...

Not Court of Law type evidence, to be sure. As conjecture, though, it does at least allow us to play with counter-factuals to determine if other efforts post Iraq War I might have preventing anything.
