Along the lines of strength...

Is it possible to annoy someone (a group, say) so much that they act out of uncontrollable rage? That your strength is such that you can strike with impunity? The terrorist snipers and shoot and run attacks in the Sunni triagle lead me to think that they might belive something like this, that maybe we will lose our cool and destroy half of Ramadi, making them look more like freedom fighters and less like killers.

My solution is to show them our strength mockingly. Let's dump buckets of pig semen on any town that harbors insurgents. Buckets. Buckets. Buckets.

It's non-lethal. It's fearfully haram. It's a definite insult. Let our strength be shown by how much we can antagonize them freely.

No soldiers were harmed in the making of this cumdrop.
